English Language Learner program details The SEI classroom model delivers intensive English language instruction in reading, writing, listening, grammar, speaking, and vocabulary within a two, three or four hour block. Instruction is delivered by an SEI, ELD, or BLE endorsed teacher. The teacher uses the Arizona State English Language Proficiency Standards (ELPs) to guide instruction.
