schools for not native speakers

We're moving in august to San Diego from The Netherlands with our children (7 and 11). They are learning English at this moment but the youngest isn't fluent yet. Does anyone know of schools (elementary and middle) who have a good programme for not native speakers in the area's Point Loma, Carmel Valley, Cardiff, south Carlsbad or Poway?
One non school question; is it true you better not live inland (Poway) due to the heat?

My kids are in the Poway Unified School District and I know they do have programs for English-language learners, but I unfortunately don't have any personal experience with them. I will say I have been very pleased with the quality of the PUSD schools. My kids are now at Westview High School and Mesa Verde Middle School in the Rancho Penasquitos area.

Regarding the heat - in general, the farther inland you get from the ocean, the warmer it's going to get. My personal observation is that the heat picks up noticeably East of I-15 - I think it has something to do with the geography of some hills that run along the east side of I-15 that block the cooling ocean breezes from getting into Poway. I live in Rancho Penasquitos (just West of I-15) and it's not bad here, but warmer than the coastal areas. We do get nice evening breezes off the ocean that keep things comfortable enough that we don't have air conditioning at our house, though.
