A supportive community (parents, administration, teachers, students), and engaging, inspiring teachers.

A great school =
innovative, effective implementation of curriculum +
teachers who understand learning processes and like young people +
parents who know just the right amount of involvement (not too much, not too little) +
administrators who has good grasps of what is necessary and important for children's learning (and of what is superfluous +
neighborhood that values education +
less distractions (political, civil, economical).

I think a strong group of parents, teachers, and administration working together will always make for a phenomenal school. You can't have a great school without the three legs of that triangle.
