You do not say where you are -- and schools are definitely cutting back. If it is a public school, and you are having trouble, try the School Board office (they are definitely open durng the summer), or the Superintendent's office.
If it is a private school, you will need to leave a message or perhaps send a letter.

As others have pointed out, many schools are still on break. The offices might only open a couple of weeks before the school year, so the ringing phones and the messages not returned can be chalked up to that.
If you call the district office, you will know when the offices will reopen.
