Schools Offer In-State Tuition Deals to Out-of-State Students

I know that University of Nevada, Reno offers a similar program to residents of certain California counties, and I believe it might be the entire state now.  It gave us a reason to consider the school more seriously.

However, in the end, California still has ridiculously low tuition at its state universities.

Would in-state tuition offers make you consider an out-of-state school more seriously?

It would have been a serious consideration for us. In fact, we seriously considered a public university in an adjacent state (the school would only be a 3-hr. drive from where we live) but out-of-state tuition was more than we're paying for an in-state private university, after scholarships were given. (We do have a couple of good in-state colleges, but they're more than a 3-hour drive away, and our son didn't want to be that far.)
