Lack of leadership. Teachers run the school. Nepotism permeates every area. Extremely difficult to get extra help from the teachers.
This site says there are 14 students per teacher, its more like 25. The bullying is not taken as seriously as should be and the lack of respect that the adults show students and adults is unacceptable in any environment.
