Teachers are able to identify students who are struggling but the process of proper identification and service provision rapidly stalls out. Some teachers state students won't qualify for services while identifying key areas of learning delay. The system should be requiring them to make a referral to an IEP. Some teachers will not follow through on accommodations or modifications required by the IEP and state the principal has veto power over the legal document. The system is not monitoring its own performance. There is minimal individualized instruction with identified students and the onus of that process is solely dependent on the classroom teacher, her time and willingness. I believe the teachers would be doing more if the culture set by administration supported them doing so and provided the resources to do so. It is a shame since early intervention will have the longest lasting impact. Parents of elementary school age children who are struggling should learn about the graduation from high school standards that were enacted last year. To date there is no clear plan for how children who do not meet standards due to identified learning disabilities will graduate.
The Teachers I have to say are the best I have seen in a long time. The Special education teachers are wonderful.
