If the teachers are kind and warm with the children; if there seems like there are enough interesting things to do, and if the kids seem happy and engaged.

I believe most parents choose preschools based on the "feel" of the place (teacher mood, color of paint, architecture)-- which can backfire if the kids needs are different from parent's needs.

Class size, teacher experience, and discipline policy.

For my family cost and hours were something we couldn't bend on. This helped us narrow down our search. Philosophy and safety were the next two most important factors.
