From what I've seen, the kids have behavioral issues, as well as learning issues. It needs to be small in order to give personalized attention and get a grip of the student's needs and issues. However, staff can be dedicated, but that still doesn't change the students' innate behavioral problems when they leave that school. Pretty scary.
