Our family will be moving to Oregon City and I just found out the boundries for school placement have been changed. We found a home to rent until we purchase, but, it is in the most affected area. My kids will be shipped off to Milwaukie due to overcrowding. The school they would attend is a pilot school focusing on bilingual development. Perhaps I should embrace that as jobs are easier to find with two languages in your skills bucket. Howerer, it is so far away and has low ratings. Perhaps I am underestimating my kids adjusting. I am a little worried and considering looking for a different place to live a mile up the road to ensure they will go to school close by. I would appreciate any constructive critisism. I realize I have lived in a very small community for 20 years and though I lived in Portland for all my childhood I'd say I'm less urban and more country. Spoken plainly.... I've been on coast for quite a while and coming back is a little overwhelming.

You have valid concerns. You expected your children to attend one school and now they are attending one further away. That is frustrating. Add to that the fact it has lower test scores, and it would be hard not to be a little nervous.
Keep in mind that dual language schools often test lower than others. Language acquisition in two languages, needless to say, comes slower than one. Dual immersion schools are super popular right now, and some people drive great distances to get their children to schools like this.
Definitely go tour the school, and ask a lot of questions. If you still want them closer, there's nothing wrong with that. But don't let the distance or the test scores cause you to rule it out.
